  16. <p>Refugees from warring neighbors are pouring into Kenya for succor
  17. </p>
  18. <p>    In a time of drought and ceaseless civil wars, East Africa's
  19. refugee trails all seem to lead to Kenya. The fighting and
  20. dying along the country's borders have driven tens of thousands
  21. of starving civilians to a desperate march toward Kenya's
  22. reception centers and camps. New arrivals -- including skeletal
  23. children separated from their parents -- are crowding in at a
  24. rate that threatens to overwhelm both local and international
  25. relief organizations.

  27. <p>    According to U.N. experts, almost 300,000 Somali,
  28. Ethiopians, Sudanese and Ugandans have already reached Kenya;
  29. that number could double in a few months. One of the worst
  30. droughts in modern African history has added to the fear and
  31. hunger that warfare began. More than half the refugees are
  32. Somali, fleeing westward from continuous battles among their
  33. country's clans and subclans. From the north trek thousands of
  34. starving Ethiopians, and from the northwest Sudanese are fleeing
  35. from Khartoum's national army and the southern rebel forces it
  36. is pushing before it.

  38. <p>    This crisis is focused in Kenya, but U.N. officials say it
  39. should be dealt with on a regional basis. They hope for a plan
  40. that would allow relief missions and convoys to move freely
  41. across all the borders. To succeed, such a plan would need
  42. approval from each of the governments, and the starving
  43. thousands may not be able to wait for what would certainly be
  44. prolonged negotiations.
